Gongan Business Model: Futuring the Indigenous Estate in Australia.

The information provided on this website has been made available to support the doctoral thesis, Gongan Business Model: Futuring the Indigenous Estate in Australia. The documents present the historical development and evolution of the Gongan Cultural and Spiritual Paradigm, tracing its formation over time and providing important contextual background to the PhD research undertaken by Rod Williams at the University of Queensland.

Gongan Research

A chronological record of the Gongan Story.

The Gongan Research section contains a chronological record of the Gongan Story from 1988 to 2025, documenting the progressive development of the Gongan Cultural and Spiritual Paradigm. It includes an overview of the Gongan Paradigm (1988–2025), the Gongan Letters (1995–2016), and sample contents from three of the ten unopened letters—Letter One (1995), Letter Six (2005), and Letter Ten (2016). Together, these materials provide historical evidence of the staged evolution of the Gongan models, frameworks, and methodologies that underpin the research presented in the thesis.

Gongan Letters

Documenting the development of the Gongan Business Model.

The Gongan Letter Strategy was developed and implemented to document and protect the intellectual property of Gongan Consultancy. Each letter records the progressive and staged development of the Gongan Business Model and its associated concepts. Between 1995 and 2016, I, (Rod Williams), posted ten letters to Gongan Consultancy. Each letter remains unopened and bears an official post office date stamp, providing a chronological record of the model’s development over time.

During my PhD Year One Review milestone (2022), I introduced the ten unopened Gongan letters as documentary evidence of the historical development of the Gongan models and frameworks. The review panel recommended that the letters be formally opened and the event video-recorded to provide an authenticated research record of their contents and the opening process. The Gongan Letter Opening Event was subsequently held at Southern Cross University's Coffs Harbour campus on Thursday, 16 March 2023, from 10.00 am to 11.00 am, thereby establishing an official record for inclusion in this research.

As part of the thesis, I made the decision to incorporate the contents of these letters as a primary source of evidence to validate and verify the development timeline of the Gongan Models and Frameworks. This archival material not only documents the progression of ideas from 1995 to 2016 but also reinforces the claim that the Gongan Frameworks are the result of a long-term, original, and culturally grounded process of intellectual and creative development. These letters now form a critical component of the historical and evidentiary base of the thesis.

Sample of Actual Letters

Three letters selected from the research archive.

For this research, I have selected three of the ten letters to illustrate the historical development of the Gongan Cultural and Spiritual Paradigm. Letter One, dated 18 July 1995, contains a discussion paper introducing the Gongan Indigenous Industry and Corporate Strategy Framework. Letter Six, dated 18 July 2005, includes a Gongan Framework paper outlining three interconnected models that further demonstrate the evolution of the framework. Letter Ten, dated 14 February 2016, contains the Gongan Sustainable Cross-cultural Community and Business Development Framework workshop booklet, reflecting the continued refinement and practical application of the Gongan approach.

Collectively, the contents of these three letters document the progressive development of the Gongan models and frameworks from their early conceptual foundations established in 1993 through to their more comprehensive articulation in 2016. The thesis extends this historical account by tracing the continued evolution of the Gongan Cultural and Spiritual Paradigm to 2025. Together, the letters and the thesis provide a documented record of the staged development and refinement of the Gongan models, frameworks, and methodologies that underpin this research, demonstrating their evolution over more than three decades.
